How to recover a revoked driving licence

If you lose your driving licence, you may also need a medical examination, a health knowledge certificate and additional driver training. If your right to drive was revoked for a year or longer, you will have to retake both the theory and practical driving tests at AB Regitra.

How can I find out whether my right to drive has been revoked?

You can check whether your driving licence is valid through Regitra’s electronic self-service portal, eregitra.lt.

Log in to the Driver Portal / Regitra e‑services system (for example, using online banking, Smart‑ID or an electronic signature) to view your driving licence information.

If the licence is shown as "invalid" or is absent ("not found"), this may mean that your right to drive has been revoked or the licence has been suspended.

Additional training for novice drivers and the consequences of drink-driving

​Additional driver training may also be required for novice drivers (with less than 2 years of driving experience) who have violated  the Road Traffic Rules. Without completing the additional course, these novice drivers cannot obtain a permanent driving licence valid for 10 years.

If you drove while intoxicated (more than 1.5 per mille), you will face criminal liability. You may receive a fine and will be considered to have a criminal record for another 3 years after paying the fine or completing another sentence, because the offence is treated as intentional. You may seek exemption from criminal liability under a surety arrangement, which may also avoid the fine.

Documents required to recover your driving licence

Your right to drive will be restored by AB Regitra, so you will need to visit a branch that issues driving licences.

After the penalty period has ended, the driver must provide:
1) An identity document.
2) A medical examination certificate.
3) A health knowledge certificate (first-aid course certificate).
4) A certificate confirming completion of additional driver training (issued by a driving school).
5) Certificates showing that the theory and practical driving tests at AB Regitra have been passed (only if the right to drive was revoked for a year or longer).

A new medical examination is required in some cases

After losing a driving licence, a new medical examination is mandatory only if the right to drive was revoked for drink-driving (in that case, the restrictions section of the certificate states that the driver drove while intoxicated).  

A medical certificate  can be obtained from your family doctor or a licensed healthcare provider, or ordered online, for example at sveikatospazymos.lt  

First-aid certificates for non-professional drivers are valid indefinitely

The first-aid health knowledge certificate issued to drivers in categories AM, A1, A2, A, B1, B and BE  is valid indefinitely, so a new certificate is not required.

For drivers in categories C1, C1E, C, CE, D1, D1E, D and DE, however, the health knowledge certificate is valid for 5 years; once it expires, the health knowledge (first-aid) course must be taken again.

A health knowledge (first-aid)  certificate is issued after completing mandatory health (first-aid)  training. The training is available at a healthcare institution or driving school, or remotely online, for example at kursai24.lt

A first-aid training course costs about 25 EUR.

Training on the effects of alcohol and drugs on human health

If the right to drive was revoked because the driver drove or committed an offence while intoxicated or under the influence of drugs, the driver must complete training on the effects of alcohol and drugs on human health.

A certificate is issued after this training has been completed. The training is offered by some healthcare institutions and driving schools.

Training on the effects of alcohol and drugs on human health costs about 50 EUR.

Additional driver training is organised by driving schools

Many driving schools provide additional driver training; you can find a list  here.

Training usually lasts one day, or two at most, and costs about 100 EUR.

The course comprises: 45 minutes of theory, 90 minutes of psychology, 45 minutes of practical training in safe, economical and environmentally responsible driving in a category B vehicle, a 45-minute individual analysis with a psychologist of the Road Traffic Rule violation(s) committed, and a  final knowledge assessment test.

When registering for additional driver training, the person must provide:
1) The administrative court judgment or police decision on which the administrative liability was based (if the police decision has been lost, it can be retrieved from epolicija.lt).
2) The driving licence (if it has not been revoked).
3) An identity document.
4) A description of the violation (this may be brought along or completed at the driving school).

Retaking tests at Regitra

If the right to drive was lost for a year or longer, both the theory and practical tests at AB Regitra must be retaken.

You can prepare for the theory and practical driving tests independently. To improve your chances of passing, review the Road Traffic Rules,  practise with KET tests  and spend several hours driving with a  driving instructor.

You can register for an exam at AB Regitra online or by visiting a branch.

The theory knowledge test costs 10.00 EUR, and the category B practical test costs 41.26 EUR.

When attending a theory or practical driving test at Regitra, you must provide the following documents:
1) An identity document.
2) A medical examination certificate.
3) A health knowledge  (first-aid) certificate.
4) A valid driving licence, if one was previously issued.

You may take the practical test at Regitra only after the period for which your right to drive was revoked has ended.

Early return of a driving licence after at least half of the imposed period

Once at least half of the imposed period has elapsed, the driver may ask the officer who imposed the penalty to return the revoked driving licence early. During the revocation period, however, the person must not have committed any legal violation. The application must explain why the driving licence is needed—for example, to perform work-related duties. The applicant must bring all documents listed in the previous section. After reviewing the circumstances described in the application and the attached documents, the police officer decides whether to return the licence.

If your driving licence was revoked for drink-driving, you may recover the right to drive early if you agree  to drive only vehicles fitted with alcohol interlocks.
