Answer 1 is correct. The driver must ensure that he can complete the overtaking maneuver before the solid line begins. In this situation, the driver will definitely not be able to return to his lane before the continuous line begins, so overtaking is prohibited.

Road traffic rules, approved by the Government of the Republic of Lithuania in 2002 December 11 by resolution no. 1950 "On the Approval of Road Traffic Rules" (hereinafter - KET), paragraph 117 established that "... if there is a continuous horizontal marking line (single or double) separating the traffic lanes of opposite directions, the driver must drive to the right of it".

KET point 1.17 states that "arrows with a curved stem warn of approaching a narrowing of the carriageway or a continuous marking line 1.1 or 1.3, 1.10, which separates traffic flows in opposite directions."
Chapter XVI of KET "Overtaking and traffic in lanes", which regulates the procedure for overtaking vehicles (subsection 140.3), states that overtaking is prohibited on road sections where the road is poorly visible.
In our opinion, the driver of the vehicle must take all necessary precautions before performing the overtaking maneuver, must make sure that the maneuver will be performed without violating the requirements specified in points 136 and 140 of the KET, assess the visibility of the road (uphill, downhill, turn, etc.), the horizontal marking of the road (paragraphs 1.17 and 1.1 of Annex 3 of the KET) and the intensity of traffic. The overtaking maneuver must be performed only on a clearly visible stretch of road and after making sure that the completion of the overtaking will not interfere with other vehicles and will not violate KET requirements.
