Knowledge, Skills and Conduct Required of Motor-Vehicle Drivers

1.1. understand traffic hazards and assess their seriousness;

1.2. to drive safely and economically, not to create dangerous situations and to react accordingly if such situations arise;

1.3. to act in accordance with the KET, in order to avoid traffic accidents on the roads and not to disturb the traffic flow and other road participants;

1.4. identify the most important vehicle faults, especially those that endanger safe traffic, and eliminate them in the most appropriate way;    

1.5. assess the factors (alcohol, drug and medication effects, fatigue, impaired vision, emotions, etc.) that influence driving in order to remain alert and be able to drive safely;

1.6. help ensure the safety of all road users, especially vulnerable road users (children, pedestrians, cyclists, people with disabilities), show due respect to all road users.

II. GENERAL REQUIREMENTS 

2.1. the category, purpose and use of the vehicle for which driving entitlement is sought, their purpose, use, maximum permissible weight;

2.2. the purpose of vehicle units, systems and devices, their layout, consumables used and their replacement frequency, signs of technical operational failures;

2.3. periodicity of mandatory technical inspection;

2.4. road signs and road markings, traffic regulation signals (traffic lights and traffic controller), driving rules for maneuvering, crossings and railway crossings, places where stopping and parking are prohibited, speed limits, rules for towing vehicles, cargo (luggage) and passenger transportation, traffic characteristics of special vehicles; rules for the use of light devices of vehicles in the dark and in poor visibility, as well as driving and traffic characteristics in such conditions, traffic characteristics on motorways and expressways, tunnels, residential areas and yards;

2.5. types of liability and their application for violations of KET, environmental protection, work safety, and fire protection requirements;

2.6. the driver's responsibilities, the importance of his vigilance and attention to other road users, the influence of his psychophysiological state (due to the effects of alcohol, drugs and medications, illness, fatigue, household and working conditions, emotions) on reaction and attention, situation awareness, assessment and optimal decision-making;

2.7. causes of traffic accidents, driving risk factors related to meteorological conditions, types of roads and their surface, time of day; safe distance to the vehicle in front, stopping and stopping distance, maintaining it in various meteorological and road conditions, taking into account the characteristics of the transported cargo;

2.8. specific risk factors related to the poor experience of other road users and the most vulnerable road users: children, pedestrians, cyclists and people with disabilities;

2.9. the dangers associated with the movement and driving of different vehicles and the different viewing areas of drivers;

2.10. what documents are necessary to have when operating vehicles;

2.11. actions in the event of a traffic accident; measures to be taken by the driver after a traffic accident or other incident, including emergency actions (placing warning signs, turning on the emergency light alarm, disembarking passengers, providing first aid to victims, using fire extinguishers);

2.12. safety factors related to the vehicle, cargo and passengers: rules for the use of sound and emergency light alarms, fuel economy, emission limitation, seat belts, head restraints and child transportation safety equipment; safety measures when removing or changing wheels; safety factor related to cargo loading, securing, unloading; the advantages of economical driving of vehicles, factors influencing economical driving, the most important rules of this driving;

2.13. how to plan and choose a route using a road map and electronic navigation systems;

2.14. purposes, types and risk groups of vehicle, cargo (luggage) and life insurance;

2.15. mechanical failures of vehicles that have the greatest impact on traffic safety and the environment: steering wheel, suspension, brake system, tires, lights, reflectors and diffusers, turn indicators, mirrors, windshield wipers, exhaust gas removal system, seat belts and warning horn.

III. ADDITIONAL KNOWLEDGE REQUIREMENTS

3.1. protective equipment for the rider (moped driver);

3.2. how to participate in traffic so that other road users can see him and predict his actions;

3.3. risk factor associated with dangerous (slippery) areas of the carriageway (drain covers, horizontal road markings, railway crossings, etc.);

3.4. specific mechanical characteristics of a motorcycle (moped) related to traffic safety.

4.1. rules for driving (work) and rest mode and the use of recording equipment (tachographs) for this mode (except categories C1, C1E, T);

4.2. what vehicles and transportation documents are required for transporting cargo and/or passengers in the Republic of Lithuania and on international routes (except C1, C1E, T categories);

4.3. permitted dimensions of vehicles, maximum permitted mass and driving characteristics related to large dimensions and mass of vehicles;

4.4. obstruction of the fields of vision related to the dimensions of the vehicles;

4.5. rules for the use of speed limiters;

4.6. rules for loading, securing and unloading cargo, features of transporting various types of cargo, rules for safe use of loading equipment; responsibility for cargo loading, transportation and delivery according to the agreed conditions (except categories D1, D, D1E, DE, T);

4.7. the driver's responsibility for passenger transportation, passenger comfort and safety conditions, when transporting them on local and intercity transportation routes, on buses of special dimensions; features when transporting children; required pre-departure inspection (except categories C1, C, C1E, CE);

4.8. general structure of vehicles, purpose of aggregates and assemblies, systems and mechanisms, principles of operation, consumables used;

4.9. features of tire structure, installation, correct use and maintenance;

4.10. main parts of brake devices, speed limiters, principles of operation, rules of use and daily maintenance; rules for using the anti-lock braking system (hereinafter referred to as ABS);

4.11. type, main parts and operation of vehicle coupling systems, rules for use and daily maintenance of the coupling device (except categories C1, C, D1, D, T);

4.12. causes of vehicle breakdowns, methods of elimination and preventive maintenance; necessary ongoing repairs.
