Appendix 4 - SCOPE AND CONTENT OF THE PRACTICAL EXAMINATION
1. The Description of the Conditions and Procedure for the Examination of Motor Vehicle Drivers (hereinafter – the Description) establishes the conditions and procedure for testing the theoretical knowledge and practical vehicle-control skills and abilities (hereinafter – examination) of persons seeking to acquire or regain the right to drive a motor vehicle of a particular type and category (hereinafter – vehicle) (hereinafter – examinees).
The provisions of the Description also apply to persons who, in the case specified in the Rules for the Issuance of Motor Vehicle Driving Licences, approved by the Minister of the Interior of the Republic of Lithuania in 2008, on September 10, by Order No. 1V-328 (Official Gazette, 2008, No. 106-4060), take examinations in order to replace their driving licences.
2. The terms used in the description correspond to the terms defined in the Law of the Republic of Lithuania on Safe Traffic on Motorized Roads (Official Gazette, 2000, No. 92-2883; 2007, no. 128-5213) (hereinafter – the Law on Road Traffic Safety).
3. Examinations are conducted at branches of the joint-stock company Regitra (hereinafter – AB Regitra), namely driver examination centres, which must meet the requirements set out in Appendix 1 to the Description.
4. Examinations consist of two parts: a test of theoretical knowledge (hereinafter – the theory exam) and a test of practical vehicle-control skills and abilities (hereinafter – the practical examination). Examinees’ theoretical knowledge and practical vehicle-control skills and abilities are assessed by authorised employees of AB Regitra (hereinafter – examiners). Where an examinee cannot speak or understand the official language, or cannot express their thoughts intelligibly because of a sensory or speech impairment, an interpreter capable of interpreting into a language understood by the examinee shall be present during the examination. The examinee shall give advance notice that an interpreter is required. AB Regitra shall invite the interpreter in agreement with the examinee. Unless the interpreter is an employee of AB Regitra, the examinee shall pay for the interpreting in accordance with the invoice submitted by the interpreter.
5. Examinations may be taken only by an examinee who resides in the Republic of Lithuania for at least 185 days in each calendar year because of personal and occupational ties or, where the person has no occupational ties, because of personal ties that closely link the person to the place where they reside. An examinee whose occupational and personal ties are in different places and who consequently resides in turn in different places in two or more countries may take the examinations only if the place of their personal ties is in the Republic of Lithuania and they return here regularly (this condition does not apply where the examinee resides in a foreign country in order to carry out a task of a defined duration). Examinations may also be taken by a student (a foreign national) who has studied in the Republic of Lithuania for at least 6 months, or by a person seeking to regain the right to drive a vehicle that they acquired while residing in the Republic of Lithuania.
An examinee may take the practical examination upon reaching the age specified in Article 23 of the Law on Road Traffic Safety for the relevant vehicle category and upon expiry of the period of disqualification from driving or of the restriction on acquiring the right to drive.
6. Examinees must undergo a health examination in accordance with the procedure established by the Ministry of Health or an institution authorised by it and must be fit to drive a vehicle of the relevant category. With the exception of persons seeking to regain the right to drive a vehicle, examinees must have completed a training course in accordance with the initial driver-training procedure established by the Ministry of Transport or an institution authorised by it.
7. The theory examination shall be held first, followed by the practical examination once the theory examination has been passed. An examination may be taken after payment of the fee established by the Minister of the Interior of the Republic of Lithuania in 2004, on March 22, by Order No. 1V-80 “On the Prices of Monopoly Services Provided by the State Enterprise Regitra” (Official Gazette, 2004, No. 25-273) (hereinafter – the fee).
If the examinee fails the exam, retaking the exam - both theory and practice - is allowed no earlier than seven days after re-registering for the exam and paying the fee.
Examinees seeking to regain the right to drive vehicles of more than one category, or to replace a driving licence certifying the right to drive vehicles of more than one category, shall take the examinations for the right to drive the category of vehicle that is the most difficult in terms of driving characteristics.
In order of difficulty, the vehicle categories from easiest to most difficult are as follows: B1, B, BE, C1/D1 (either C1 or D1 may be chosen), C1E/D1E (either C1E or D1E may be chosen), C, D, DE, CE. If an examinee seeks to regain the right to drive a vehicle of category A1, A2 or A, or to replace a driving licence confirming the right to drive a vehicle of category A1, A2 or A, the examinations for the right to drive a vehicle of that category shall always be taken.
Examinees seeking to acquire the right to drive AM category vehicles shall take only the theory examination. Only the practical examination shall be taken by examinees who are entitled to drive:
7.1. vehicles of a particular category with an automatic gearbox and seek to acquire the right to drive vehicles of the same category with a manual gearbox. A vehicle with an automatic gearbox is a vehicle without a clutch pedal (or, for a category A1, A2 or A vehicle, without a manually operated clutch lever);
7.2. category A1 vehicles, have two years of experience driving such vehicles, are 18 years of age or older and seek to acquire the right to drive category A2 vehicles;
7.3. category A1 vehicles, have two years of experience driving such vehicles, are 18 years of age or older and seek to acquire the right to drive category A2 vehicles;
7.4. category B vehicles and seek to acquire the right to drive a vehicle of that category coupled to a trailer with a maximum authorised mass exceeding 750 kg, where the maximum authorised mass of the combination exceeds 3500 kg but does not exceed 4250 kg.
8. Before the theory and practical exams, the examiner must:
8.1. verify the identity of each examinee;
8.2. familiarise the examinee(s) with the conditions and procedure of the examination.
9. An examinee may register for an examination in person at an AB Regitra driver examination centre, by telephone or by other means of communication. An examinee who has not passed the theory examination shall not be registered for the practical examination.
10. An examinee who has registered but fails to arrive at an AB Regitra driver examination centre before the examination begins, fails to submit the documents specified in points 11 and 12 of the Description before the examination begins, or fails to pay the fee shall register again. The procedure for registering to take an examination shall be approved by the Director General of AB Regitra.
11. An examinee arriving at an AB Regitra driver examination centre to take an examination shall submit:
11.1 one of the following identity documents:
11.1.1. personal identity card;
11.1.2. passport;
11.1.3. passport of a citizen of the Republic of Lithuania;
11.1.4. a temporary certificate issued after the loss of a personal identity card or a valid passport of a citizen of the Republic of Lithuania;
11.1.5. the passport of a citizen of a foreign country, a corresponding travel document or another document confirming personal identity issued by a foreign authority;
11.1.6. residence permit of a long-term resident of the Republic of Lithuania in the European Union;
11.1.7. temporary residence permit in the Republic of Lithuania;
11.1.8. residence permit of a citizen of a European Union member state in the Republic of Lithuania;
11.1.9. Permanent residence permit of a citizen of a European Union member state in the Republic of Lithuania;
11.1.10. residence permit of a family member of a citizen of a European Union member state in the Republic of Lithuania;
11.2. in the Description of the Initial Driver-Training Procedure, approved by the Minister of Transport of the Republic of Lithuania in 2010, on August 12, by Order No. 3-493 (Official Gazette, 2010, No. 99-5151), in the specified cases, a document confirming that the examinee prepared for the examination independently; this provision and those set out in points 11.4 and 11.5 of the Description do not apply to examinees seeking to regain the right to drive a vehicle, while the provision in point 11.4 does not apply to examinees taking the practical examination in the cases specified in points 7.1-7.4;
11.3. a valid driver health-examination certificate confirming that the examinee is fit to drive vehicles of the relevant category or categories, issued in accordance with the Description of the Requirements and Procedure for Driver Health Examinations, approved by the Minister of Health of the Republic of Lithuania in 2000, on 31 May, by Order No. 301 (Official Gazette, 2000, No. 47-1365; 2008, no. 121-4626);
11.4. a health-knowledge certificate confirming completion of training under the compulsory first-aid training programme, the form of which was approved by the Minister of Health of the Republic of Lithuania in 2008, on January 28, by Order No. V-69 (Official Gazette, 2008, No. 14-490);
11.5. a valid driving licence, if previously obtained.
12. When the documents specified in item 11 of the description do not include a personal code, and the personal data recorded in them do not match the personal data maintained in the population register of the Republic of Lithuania, documents confirming the fact of the change in personal data must also be submitted (marriage certificate, certificate of change of name, surname).
13. An authorized employee of AB "Regitra" registers the documents submitted by the examinee specified in points 11 and 12 of the description, fills out the application for permission to take the theory or practical exam and submits it to the examinee for signature, and returns the submitted documents to him.
14. The decision on permission to take the exam is made by an authorized employee of AB "Regitra". An authorized employee of AB "Regitra" who refuses to allow the examinee to take the exam, shall provide the reason for the refusal in writing at the request of the examinee.
15. Having determined that the documents specified in points 11 and 12 of the description submitted by the examinee have signs of correction or forgery, the authorized employee of AB "Regitra" refuses to register them and informs the police about this in writing and by phone.
16. During the theory exam, the examinee's theoretical knowledge is checked and evaluated, taking into account what category(ies) of TP he seeks to acquire or regain the right to drive. A video and audio recording is made during the theory exam. The general director of AB "Regitra" approves the technical requirements and usage procedure for the video and audio recording and storage equipment.
If the medical certificate of the driver's health examination submitted by the examinee states that his state of health and/or psychophysiological abilities are not suitable for driving a TP of the category during which a violation was committed, for which the right to drive a TP was revoked, during the theory exam, the examinee's theoretical knowledge related to the TP is checked and evaluated, which is randomly selected from the categories of TP he previously owned.
17. The theory examination shall be conducted on a computer. Before the theory examination, examinees shall be given an opportunity to familiarise themselves with how the examination software works.
18. During the theory examination, the examinee is given a multiple-choice test. The test consists of questions selected at random using computer software.
19. Theory exam questions are prepared and changed by AB "Regitra", taking into account legal acts regulating road traffic and technical development of TP. The theory exam questions are approved by the general director of AB "Regitra".
The content of theory exam questions is set out in Appendix 2 of the description.
20. The test consists of 30 general questions and 5 specific questions according to TP categories.
If the examinee seeks to acquire the right or regain the right to drive B1, B or BE categories TP, the test consists of 30 general questions.
The test can be supplemented with no more than 5 newly prepared questions, if it is necessary to check the quality of the newly prepared tests and questions and the examinee does not object to this. In this case, answers to newly prepared questions are not evaluated.
20.1. 23 general questions and 7 specific questions according to the TP category, if the examinee seeks to acquire the right to drive a TP of one category or regain the right to drive a TP; if the examinee seeks to acquire the right or regain the right to drive B1, B and BE categories TP, the test consists of 30 general questions;
20.2. 5 specific questions each according to TP categories, the rest - general questions, if the examinee seeks to acquire the right to drive several categories of TP.
21. As many minutes are allocated for solving the test as there are questions in the test. After the allotted time, the theory exam is terminated.
22. A question shall be considered answered correctly if the examinee has selected all correct answers to it (where there is more than one).
23. A question is considered incorrectly answered if the examinee did not mark all the correct answers and/or marked at least one wrong answer.
24. The theory examination shall be considered passed if at least 80% of the questions are answered correctly within the allotted time. A positive theory-examination result shall remain valid until the practical examination is passed, but for no longer than one year.
25. If the examinee uses literature, mobile communication or other means of receiving and transmitting information or talks to other persons while answering the questions, the examiner will terminate the theory exam of the examinee who violated the examination procedure and evaluate his result negatively. If the software or hardware fails during the theory exam, the result of the theory exam is canceled and the theory exam is retaken without additional fee.
26. At the end of the theory examination, the examinee may review the mistakes made.
27. In order to comprehensively and objectively evaluate the examinee's driving skills and abilities, during the practice exam, it is checked how the examinee is able to prepare and safely drive a selected category of vehicle, and for an examinee who wants to regain the right to drive a vehicle, how he is able to prepare and safely drive a vehicle of the category for which he wants to regain the right to drive. A video and audio recording is made during the practice exam. The general director of AB "Regitra" approves the technical requirements and usage procedure of video and audio recording and storage equipment.
If the medical certificate of the driver's health examination submitted by the examinee states that his state of health and/or psychophysiological abilities are not suitable for driving a TP of the category during which a violation was committed, for which the right to drive a TP was revoked, during the practical exam, it is checked how the examinee is able to prepare and safely drive a TP, which is selected on a random basis from the categories of TP he previously owned
28. TP used for the practice exam must meet the requirements set out in Appendix 3 of the description. A1, A2, B, C and CE category TP, required for the practical exam, is assigned by AB "Regitra". The examinee takes care of submitting the TPs of other categories and the TPs specified in point 30 of the description for the practice exam.
29. Examinees who do not have two years of driving experience in A2 category TP, who have reached the age of 24 and over and who seek to acquire the right to drive category A TP, take the test in the TP specified in point 2.2 of Appendix 3 of the description.
30. Examinees who, due to a physical disability, according to the recommendations of a competent medical institution, are allowed to drive only a TP adapted to their physical disability, take the practice test with such a TP.
31. If possible, TP is selected for the examinee before the practice exam on the principle of randomness, using computer software tools. In order for the examinee to get used to the TP selected for him, the examinee is allowed to familiarize himself with its operation and try driving it before the practice test.
32. During the road examination on a category A1, A2 or A vehicle, radio communication shall be maintained between the examinee and the accompanying examiner. The examinee shall wear a yellow vest and a safety helmet. The yellow vest, safety helmet and radio equipment shall be provided by AB “Regitra”; the examinee shall provide any other clothing required for the rider. From 10 November each year until March 31, practical examinations for category A1, A2 or A vehicles shall not be held.
33. The practical exam is held on a TP with a manual gearbox. Examinees who wish to drive a TP only with an automatic gearbox take the practical test in such a TP.
34. During the practical examination, the examiner shall sit beside the examinee at the additional controls.
The examiner sitting next to the examinee must be ready to take measures at the right moment to prevent a traffic accident due to the examinee's actions or inaction.
If the practice exam is held in A1, A2 or A category TP, the examinee is observed from another TP accompanying him.
During the practical examination, only the examinee, examiner, interpreter and, where necessary, a person competent to observe and supervise the examiner’s work in order to ensure fair and consistent assessment may be in the vehicle. The practical examination may be observed by the driving instructor who taught the examinee, unless the examinee objects. The examiner shall be selected for the examinee at random, using computer software, before the practical examination.
35. General duties of the examinee during the practice exam:
35.1. it is forbidden to drive TP while intoxicated, under the influence of psychoactive substances; it is also not allowed to drive when sick or tired, if this may endanger traffic safety;
35.2. it is forbidden to use mobile communication devices if they are used by hand, except in cases when the engine of the stationary TP is turned off;
35.3. must take all necessary measures to ensure the safety of himself and passengers during the practical exam;
35.4. at the request of a police officer, must submit to the procedure established by the Government to be checked whether he is intoxicated or under the influence of psychoactive substances;
35.5. must comply with SEAKĮ, the Law of the Republic of Lithuania on Police Activities (Official Gazette, 2000, No. 90-2777), and other legal acts of the Republic of Lithuania; obey the lawful instructions of inspecting officers and road-traffic controllers; and comply with the Road Traffic Rules approved by the Government of the Republic of Lithuania in 2002, on December 11, by Resolution No. 1950 (Official Gazette, 2003,
No. 7-263; 2008, no. 88-3530) (hereinafter – the Road Traffic Rules), including the prescribed conduct when stopped by enforcement officers or road-traffic controllers;
35.6. must always behave on the road in such a way as not to endanger other road users and not to obstruct their traffic;
35.7. must take extra precautions if there are children or disabled people on the road;
35.8. other duties and actions in specific traffic situations are determined by KET.
36. The practical road test of examinees driving A1, A2, A, B1, B and BE categories TP lasts at least 25 minutes, while those driving C1, C1E, C, CE, D1, D1E, D, DE and T categories TP on the road are tested for at least 45 minutes, except for the cases specified in point 41 of the description.
37. The time allocated for the practical test on the road must be used optimally in order to be able to test the examinee in various traffic conditions, paying special attention to their changes.
38. During the practice exam, the management skills and abilities of the relevant category of TP are checked, which are listed in Appendix 4 of the description.
39. In each AB "Regitra" driver's examination center, in accordance with the requirements of Appendix 1 of the description, practical road test routes (hereinafter referred to as "routes") are drawn up, taking into account the driving characteristics of various categories of TP and the minimum mandatory time for driving on the road. All routes are approved by the branch manager of AB "Regitra". The route for the examinee is chosen randomly before the practice exam.
40. During the practical exam on the road, the examiner must clearly and timely indicate the driving direction to the examinee. The examiner can only give instructions that do not conflict with the KET.
41. When assessing vehicle-driving skills and abilities, the examiner shall pay particular attention to whether the examinee behaves carefully and respectfully towards other road users. The practical examination shall be terminated:
41.1. if the examinee's driving errors or actions or inactions endanger other road users, the examining vehicle, its passengers, regardless of whether the examinee has to take measures to prevent a traffic accident due to the examinee's driving errors, dangerous actions or inactions or not;
41.2. due to unforeseen circumstances: traffic accident, changed weather conditions (heavy rain, blizzard), TP failure, etc.; in this case, the examinee does not pay the fee for the repeated practice exam, except if the traffic accident occurred due to the examinee's fault;
41.3. if the examinee wishes it; in this case, the examinee pays a fee for the repeated practice exam.
42. At the end of the practice exam, the examiner formulates and substantiates in writing the assessment of the examinee's TP management skills and abilities and the result of the practice exam, and informs the examinee about this verbally and in writing, handing over a copy of the practice exam protocol.
The positive result of the practice test is valid until the driver's license is issued, but no longer than one year.
43. The criteria and methods for assessing TP management skills and abilities applied during the practical exam are approved by the general director of AB "Regitra".
44. An examinee who disagrees with the examination results may lodge an appeal against the assessment of the examination with the Director General of AB Regitra no later than 3 working days after the examination.
The appeal must include: name, surname, place of residence, date, grounds and requirements of the person submitting the appeal. The appeal is signed by the person who submitted it.
The appeal must be considered no later than within 10 working days from its receipt. The examinee is informed about the decision made in writing.
45. Actions by employees of AB Regitra may be appealed in accordance with the procedure established by the Law of the Republic of Lithuania on Administrative Proceedings (Official Gazette, 1999, No. 13-308; 2000, no. 85-2566) according to the established procedure.
Appendix 1 to the Description of the Conditions and Procedure for the Examination of Motor Vehicle Drivers
DRIVER EXAMINATION CENTRES AND PRACTICAL ROAD TEST ROUTES
1. In all driver examination centers (hereinafter - the centers), regardless of their location, the same conditions for theory and practice exams must be ensured.
2. By order of the general director of AB "Regitra", centers serving customers throughout the working week are established in branches of AB "Regitra" located in all county centers.
3. In other locations of divisions of AB "Regitra", centers operating part-time during the working week and serving examinees wishing to obtain (reclaim) the right to drive only category A and B vehicles (hereinafter - TP) may be established when the following conditions are met:
3.1. the unit is more than 50 km away from the nearest AB "Regitra" branch;
3.2. there are conditions to create a sufficient material and technical base for the examination;
3.3. at the location of the unit, it is possible to create at least four suitable routes for the practical on-the-road test of each of the mentioned categories;
3.4. operation of the AB “Regitra” centre is not loss-making.
4. Each center must have rooms for the examinees coming to take the theory and practical exams, reception and the theory exam, computerized workstations with the software and hardware used for the theory exam (at least three places) and an Internet connection.
5. In order to take the practical exam, there must be a closed, hard-surfaced area that meets the requirements of sanitary and environmental standards (area - at least 650 sq. m), where it is possible to perform the special driving maneuvers provided by the TP of the relevant category.
II. PRACTICE EXAMINATION ROUTES
6. On the road of the practical exam, the routes (hereinafter - the routes) must be made in such a way that it is possible to fully test the examinee's TP management skills and abilities in various possible traffic situations. Routes are chosen so that the examinee can safely:
6.1. move off after parking, after stopping in traffic and when leaving the road;
6.2. drive on straight roads, pass vehicles driving in front and with limited width;
6.3. take bends;
6.4. approach and cross intersections;
6.5. change the direction of travel: turn left and right, turn around, change lanes;
6.6. enter roads with a separating lane (if any) / exit from them: enter the acceleration lane, exit the deceleration lane;
6.7. overtake other road users (if possible), drive near obstacles, such as parked cars;
6.8. drive at roundabouts (if available), through pedestrian crossings, railway crossings (if available), past bus stops;
6.9. get out of (dismount from) a vehicle.
6.10. set up TP so that passengers can get on or off safely (only TP of categories D1, D and T).
7. The route must include at least:
7.1. one stretch of road with a slope;
7.2. two two-way traffic roads;
7.3. two one-way traffic roads;
7.4. two roads with different number of traffic lanes;
7.5. two marked/unmarked two-way and one-way traffic roads;
7.6. two zones of higher and lower speed;
7.7. two unregulated intersections;
7.8. two controlled intersections;
7.9. one roundabout (if any);
7.10. one railway crossing (if any);
7.11. one road section also intended for route TPs, with marked stopping places and (if available) a traffic lane for route TPs;
7.12. one road section with a marked pedestrian crossing installed outside the intersection;
7.13. one tunnel (if available).
8. It is recommended to make the route in such a way that:
8.1. the examinee would not encounter difficult traffic conditions at the beginning of the route, i.e. the complexity of the route (the sequence of actions to be performed) would increase gradually;
8.2. known dangerous road sections would not be included;
8.3. sections of the road near which pre-school education institutions and general education schools are located would be avoided.
9. Routes drawn up for each centre must be reviewed at least every six months and adjusted where necessary.
Appendix 2 to the Description of the Conditions and Procedure for the Examination of Motor Vehicle Drivers
CONTENT OF THEORY EXAMINATION QUESTIONS
1. Content of general questions:
1.1. driver's duties, stopping and parking, intersections, overtaking, road signs, markings and traffic regulation signals, driving priority and speed limits, towing motor vehicles (hereinafter - TP) and trailers, railway crossings, drivers' responsibility;
1.2. the importance of the driver's vigilance and attention to other road users;
1.3. awareness of the situation on the road, assessment and decision-making, reaction time;
1.4. changes in the ability to drive due to alcohol, drugs and other medications, psychological state and fatigue;
1.5. the most important principles of keeping a safe distance between TP, stopping distance and staying on the road in various weather and road conditions;
1.6. driving risk factors associated with varying road conditions as they change due to weather and time of day;
1.7. safe driving in tunnels;
1.8. specific risk factors related to the inexperience of other road users and the most vulnerable road users: children, pedestrians, cyclists and the disabled;
1.9. the dangers associated with the movement and driving of various TPs and the different viewing areas of their drivers;
1.10. documents required to use TP;
1.11. the driver's actions in the event of a traffic accident (placing warning signs and turning on the emergency light alarm, cases when it is mandatory to report the traffic accident to the police, and the driver's actions when the police are not called to the scene of the traffic accident) and the necessary measures to help the victims, which he must take;
1.12. safety factors related to TP, cargo and passengers;
1.13. necessary precautions when entering or leaving a vehicle;
1.14. road safety-related mechanical aspects of TP: common failures and malfunctions related to steering, suspension and braking systems, tyres, lights and direction indicators, reflectors, rear-view mirrors, windscreen and wipers, exhaust system, seat belts and warning horn;
1.15. TP safety equipment: use of seat belts, head restraints, child safety equipment and fire extinguisher;
1.16. Use of TP in consideration of the environment: appropriate use of the warning sound signal, economical use of fuel, limitation of pollutant emissions.
2. Content of specific questions about AM, A1, A2 and A categories TP:
2.1. use of protective equipment such as gloves, shoes, clothing and safety helmet;
2.2. visibility of motorcyclists to other road users;
2.3. specific risk factors and mechanical features of TP related to road safety.
3. Content of specific questions about TP categories C1, C1E, C, CE, D1, D1E, D, DE and T:
3.1. accounting of driving and rest hours, recording equipment used in TP (except T category TP);
3.2. the requirements of the Road Traffic Rules relevant to the respective mode of transport, approved by the Government of the Republic of Lithuania in 2002, on December 11, by Resolution No. 1950 (Zin., 2003, No. 7-263; 2008, no. 88-3530), requirements: freight and passenger transport;
3.3. TP and transportation documents are required for national and international transportation of goods and passengers (except T category TP);
3.4. actions of the driver related to the relevant mode of transport in the event of a traffic accident or fire;
3.5. precautions to be taken when removing and changing wheels (except T-category TP);
3.6. requirements for TP weight and dimensions, speed limiters;
3.7. obstacles in the field of vision related to TP features;
3.8. road map understanding, route planning (except T category TP);
3.9. safety factors related to TP cargo: loading, securing and unloading of cargo, characteristics of various types of cargo and use of loading equipment (only TP of categories C1, C1E, C, CE);
3.10. the driver's responsibility for transporting passengers; passenger comfort and safety; the transport of children; required pre-departure checks (only for vehicles of categories D1, D, D1E, DE and T).
4. Content of specific questions about C, CE, D and DE categories TP:
4.1. principles of construction and operation of internal combustion engines, fluids, fuel supply system, electrical system, ignition system, transmission system;
4.2. lubrication and protection against freezing;
4.3. principles of tire construction, installation, correct use and maintenance;
4.4. brake devices and speed limiters: types, main parts, principles of operation, connection, use and daily maintenance, use of anti-lock brake system;
4.5. coupling systems: types, main parts, principles of operation, connection, use and daily maintenance (only CE, DE categories TP);
4.6. methods for determining the causes of failures;
4.7. TP preventive maintenance and necessary ongoing repairs;
4.8. driver's responsibility for cargo loading, transportation and delivery according to the agreed conditions (only C, CE categories TP).
Appendix 3 to the Description of the Conditions and Procedure for the Examination of Motor Vehicle Drivers
REQUIREMENTS FOR VEHICLES USED IN THE PRACTICAL EXAMINATION
1. A1 category vehicles (hereinafter - TP) - light motorcycles (without a side trailer) with an engine capacity of at least 75 cm³ and no more than 125 cm³ and with a power of no more than 11 kW (15 HP).
2. Motorcycles without a sidecar, which:
2.1. the working volume of the engine is not less than 400 cm³, and the engine power is not less than 25 kW (A2 category TP);
2.2. engine displacement of at least 600 cm³ and engine power of at least 40 kW (category A TP).
3. B1 category TP - B1 category motorized TP, capable of a speed of at least 60 km/h.
4. B-category TP - B-category motorized TP, capable of a speed of at least 100 km/h.
5. Category BE vehicle combinations consisting of a category B motor vehicle and a trailer with a maximum permissible mass of 1000 kg or more, capable of a speed of at least 100 km/h, and not belonging to category B: the trailer's cargo compartment must be a closed box whose width and height are not less than the corresponding dimensions of the motor vehicle; the closed-box body may be slightly narrower than the motor vehicle, provided that the rear view can be obtained only through the motor vehicle's external rear-view mirrors; the trailer's actual mass must be at least 800 kg.
6. C1 category TP - C1 category motorized TP, with a maximum permissible mass of 4,000 kg or more, a length of at least 5 m, capable of developing a speed of at least 80 km/h, with an anti-lock brake system and a tachograph, the cargo compartment must be a closed box, the width and height of which are not less than the corresponding dimensions of the cabin.
7. TP of category C1E - compounds consisting of motor TP of category C1 and a trailer, the maximum permissible weight of which is from 1250 kg, the length of these compounds is at least 8 m, capable of developing a speed of at least 80 km/h, the cargo compartment of the trailer must be a closed box, the width and height of which are not less than the corresponding dimensions of the cabin, the closed box-type body can be slightly narrower than cab, provided that the rear view can only be seen through the external rear view mirrors of the motorized TP, the real mass of the trailer must be at least 800 kg.
8. Category C vehicles – category C motor vehicles with a maximum authorised mass of 12,000 kg, a length of at least 8 m and a width of at least 2.40 m, capable of a speed of at least 80 km/h, equipped with an anti-lock braking system, a tachograph and a gearbox with at least eight forward gears; the load compartment must be a closed box whose width and height are at least equal to the corresponding dimensions of the cab, and the vehicle's actual mass must be at least 10,000 kg.
9. CE category TPs - combined TPs or combinations consisting of C category motor TPs and a trailer at least 7.5 m long, both the combined TP and the combination maximum permissible weight - from 20,000 kg, length - at least 14 m, width - at least 2.40 m, capable of a speed of at least 80 km/h, with an anti-lock brake system and a tachograph, the gearbox has at least eight forward gears, the cargo compartment is a closed box, the width and height of which is not less than the corresponding dimensions of the cabin, the real mass of both the combined TP and the compound is not less than 15,000 kg.
10. D1 category TP - D1 category motorized TP, the maximum permissible weight of which is from 4000 kg, the length is not less than 5 m, capable of developing a speed of at least 80 km/h, with an anti-lock braking system and a tachograph.
11. TP of category D1E - compounds consisting of motorized TP of category D1 and a trailer with a maximum permissible mass of 1250 kg or more, capable of a speed of at least 80 km/h, the cargo compartment of the trailer is a closed box, the width and height of which must be at least 2 m, the actual weight of the trailer must be at least 800 kg.
12. D category TP - category D motorized TP, the length of which is not less than 10 m, the width is not less than 2.40 m, capable of developing a speed of not less than 80 km/h, with an anti-lock braking system and a tachograph.
13. TP of category DE - compounds consisting of motor TP of category D and a trailer, the maximum permissible weight of which is from 1250 kg, capable of developing a speed of at least 80 km/h, the cargo compartment of the trailer is a closed box, the width and height of which must be at least 2 m, the actual weight of the trailer must be at least 800 kg.

Appendix 4 to the Description of the Conditions and Procedure for the Examination of Motor Vehicle Drivers
SCOPE AND CONTENT OF THE PRACTICE EXAMINATION
1. During the practical exam, it must be checked how the examinee is able to find, control/adjust the control devices/equipment of the vehicle (hereinafter - TP) specified by the examiner or check their condition and prepare for safe driving (except T category TP):
1.1. TP of categories A1, A2 and A:
1.1.1. three tasks (questions) from the following topics are presented on a random basis:
1.1.1.1. wheels: tyre tread depth, wheel-balancing weights, tyre pressure;
1.1.1.2. brakes: brake fluid reservoir (if equipped), brake test while standing, cables and levers, "Stop" signal check;
1.1.1.3. lighting: turn on the lights, check the lighting;
1.1.1.4. signaling (warning) devices: use of warning sound, switching of lights;
1.1.1.5. motorcycle handlebars: steering lock, indicator lights;
1.1.1.6. fluid level: oil, coolant, brake fluid, fuel level check;
1.1.2. correctly put on a safety helmet (helmet visor, chin strap) and appropriate clothing;
1.1.3. seating position: body posture; mirror adjustment;
1.2. B1 and B category TP:
1.2.1. three tasks (questions) from the following topics are presented on a random basis:
1.2.1.1. wheels: tire profile depth, wheel balancing weights, tire air pressure, wheel replacement procedure;
1.2.1.2. brakes: brake fluid reservoir, brake test while standing, parking brake, influence of brake booster on control;
1.2.1.3. lighting: turn on the lights, check the lighting;
1.2.1.4. signalling (warning) devices: use of the audible warning signal, switching lights, activation of hazard warning lights;
1.2.1.5. steering mechanism: effect of power steering on control, free play;
1.2.1.6. adequate visibility: windscreen wipers, windscreen washers, demisting fans, rear-window heating;
1.2.1.7. fluid level: oil, coolant, brake fluid, windshield washer system;
1.2.1.8. batteries: battery terminals, fluid level;
1.2.1.9. generator belt: tension check, condition check;
1.2.2. determine the correct position of the seat;
1.2.3. adjust rear-view mirrors, seat belt and head restraint, steering wheel position;
1.3. C1, C, D1 and D categories TP:
1.3.1. three tasks (questions) from the following topics are presented on a random basis:
1.3.1.1. wheels: tire tread depth, wheel balance weights, tire pressure, wheel replacement procedure, foreign objects between twin wheels
1.3.1.2. brakes: brake fluid reservoir, fluid level, air system filling time, draining condensate from the air system reservoir, brake pad wear, parking brake, brake booster, anti-lock brake system;
1.3.1.3. external inspection: lighting, underrun protection, suspension, wheel chocks, bodywork, tarpaulin, cargo, registration plates;
1.3.1.4. steering mechanism: power steering, free play, front-tyre wear;
1.3.1.5. tachograph: inserting the tachograph disc (card), setting the tachograph time, documents;
1.3.1.6. batteries: battery poles, liquid level;
1.3.1.7. generator belt: tension check, condition check;
1.3.1.8. fluid level: oil, coolant, brake fluid, windshield washer system;
1.3.2. determine the correct position of the seat;
1.3.3. adjust rear view mirrors;
1.3.4. operation of control levers;
1.3.5. control devices;
1.4. BE, C1E, CE, D1E and DE categories TP:
1.4.1. three tasks (questions) from the following topics are presented on a random basis:
1.4.1.1. requirements of rules and instructions: TP lengths, weights, engine power;
1.4.1.2. brakes: brake fluid reservoir, fluid level, air system filling time, draining condensate from the air system reservoir, brake pad wear, anti-lock brake system;
1.4.1.3. external inspection: inspection of lighting, underrun protection, wheels, suspension, body, tarpaulin, cargo and registration plates;
1.4.1.4. vehicle preparation: locking the trailer chassis, coupling devices, compressed-air lines, couplings, electrical connections, air-release valves, parking brake, activation of lighting devices, wheel chocks.
2. During the practical exam, it must be checked how the examinee is able to perform special driving maneuvers. The following maneuvers are performed on a special site and/or road adapted for this purpose:
2.1. TP of categories A1, A2 and A:
2.1.1. operate a motorcycle with the engine turned off: place it on the parking legs, support it with a side support, push it, turn it around;
2.1.2. riding a motorcycle in a narrow lane (rail, board);
2.1.3. riding in a figure of eight;
2.1.4. riding in a slalom;
2.1.5. avoiding an obstacle while travelling on the road at a speed of at least 50 km/h;
2.1.6. accelerating (to a speed of 30-40 km/h) and stopping precisely at the specified place (before the “Stop” line);
2.1.7. a small radius turn to the left or right;
2.1.8. braking while driving on the road at a speed of at least 50 km/h and emergency braking when instructed by the examiner;
2.2. B1 and B category TP:
2.2.1. accelerating (to a speed of 30-40 km/h) and stopping precisely at the specified place (before the “Stop” line);
2.2.2. turning in a lane of limited width using reverse;
2.2.3. Parking a vehicle in a temporary parking place in reverse parallel, perpendicular or diagonally to the edge of the carriageway, leaving the necessary space between parked vehicles (guide rails), and exiting it;
2.2.4. Parking the TP in a temporary parking place on an uphill or downhill slope and exiting it;
2.2.5. stopping and starting from a place on a slope;
2.2.6. driving in reverse with a right or left turn without leaving the traffic lane;
2.3. C1, C, D1, D and T categories TP:
2.3.1. pulling up alongside a platform (D1, D and T category vehicles only);
2.3.2. reverse approach to the ramp (except T-category TP);
2.3.3. exact stop at the specified place (before the "Stop" line);
2.3.4. driving forwards and backwards with a turn to the right or to the left without leaving the traffic lane (T category TP - only forward);
2.4. BE, C1E, CE, D1E and DE categories TP:
2.4.1. driving in reverse without leaving the traffic lane;
2.4.2. reversing towards a loading ramp;
2.4.3. coupling and uncoupling or uncoupling and coupling the trailer.
3. The examiner must monitor whether the examinee uses the vehicle controls properly, adapts to traffic flow and road and weather conditions, adequately assesses other road users, understands various traffic situations, and complies with the Road Traffic Rules approved by the Government of the Republic of Lithuania in 2002, on December 11, by Resolution No. 1950 (Zin., 2003, No. 7-263; 2008, no. 88-3530), requirements:
3.1. driving uphill and downhill: drives safely, engages the correct gear, makes sure that the TP does not start moving by itself after stopping;
3.2. trajectory selection: correctly chooses the traffic lane, trajectory and location in the traffic lane, follows the trajectory, looks around;
3.3. speed: chooses the appropriate speed for the specific traffic situation, does not exceed the permitted speed, keeps a safe distance;
3.4. maneuvering in traffic lanes, overtaking: correctly assesses the traffic situation, obstacles, visibility in the overtaking section, complies with marking requirements, shows signals on time, performs the maneuver correctly, accelerates correctly, engages gears, keeps the lateral distance, returns to his lane;
3.5. other behavior: behaves properly with the most vulnerable road users: children, pedestrians, cyclists and the disabled, is able to predict possible danger in advance, does not obstruct or endanger other road users, gives way to special TP;
3.6. driving through intersections: correctly assesses the traffic situation, correctly approaches, gives way to traffic participants with priority, stops when required by a traffic light or regulator signal; evaluates the actions of pedestrians and cyclists, reviews the situation at the intersection, exits the intersection properly;
3.7. turns: shows signals in time, assesses the situation when changing lanes, changes lanes correctly, chooses a lane when turning.
